BNSF Barstow International Gateway: 2026 Status

BNSF's $4B Barstow International Gateway rail hub won Barstow City Council approval in June 2026. A CEQA lawsuit is pending; construction could start late 2026.

The Barstow International Gateway (BIG) is a planned BNSF Railway rail yard, intermodal terminal and warehouse complex of roughly 4,500 acres on the west side of Barstow. The Barstow City Council approved it in June 2026. As of November 2026, a lawsuit challenging that approval is pending, and BNSF says construction could begin at the end of 2026 if the court allows.

What is the Barstow International Gateway?

BIG is a private project that BNSF now values at about $4 billion. It combines a rail yard, an intermodal facility where containers move between trains and trucks, and transload warehouses where cargo is moved between containers.

The idea is simple. Containers from the Ports of Los Angeles and Long Beach would ride the Alameda Corridor and the BNSF main line about 130 miles to Barstow. There they would be sorted and built into trains heading east, instead of being trucked to Inland Empire warehouses first.

BNSF's project site says the plan also calls for electric, zero-emission cranes, solar panels on warehouse roofs, a 140-acre solar array, and Tier 4 locomotives assigned to the run between the ports and Barstow. Railway Age reports the build-out includes about 206 miles of track and 35 bridges and major culverts.

How big is it, exactly?

Figures vary by document. BNSF uses about 4,500 acres. The city's Final EIR resolution describes a Specific Plan area of about 4,335 acres and a total footprint of about 5,000 acres. The cost estimate also grew from the $1.5 billion BNSF cited in 2022 to $4 billion today.

Where is the site?

The site sits generally north of Main Street (Route 66), between Lenwood Road and Hinkley Road, with the Mojave River to the north, per the Victorville Daily Press. The CEQA notice lists I-15, I-40, SR-58 and SR-247 as the nearby highways.

Where it stands (as of November 2026)

  • City approval: Done. The council voted unanimously on June 2, 2026, and the city filed its Notice of Determination on June 18, 2026.
  • Environmental review: The city certified a Final EIR. It found significant environmental impacts and adopted a Statement of Overriding Considerations plus mitigation measures.
  • State streamlining: Governor Newsom certified BIG under California's SB 149, which speeds up court review of CEQA challenges. BNSF says it is the first transportation project to get this certification.
  • Lawsuit: Pending in San Bernardino County Superior Court. In October 2026, BNSF told Progressive Railroading it expects a hearing this fall and a decision this year.
  • Annexation: Part of the site is unincorporated county land. The city applied to San Bernardino LAFCO (LAFCO 3280 and 3281) to annex it. LAFCO normally defers applications tied to pending litigation. A September 16, 2026 hearing notice lists a request to override that policy. We could not confirm the outcome.
  • Construction and opening: BNSF hopes to start building late in 2026, if the court ruling allows it. It has said BIG could open in 2028 or 2029.

What is still undecided or disputed?

The lawsuit was filed by the Center for Biological Diversity, Sierra Club, East Yard Communities for Environmental Justice and the Natural Resources Defense Council. Their stated position is that the city's review fell short in several areas. They name harm to wildlife, including the desert tortoise, along with noise, water and energy use, growth the project could trigger, and its combined effect with other projects.

The groups say parts of the facility would run day and night as close as about 120 feet from homes. They also argue the city should have required a zero-emission fleet, which it did not.

BNSF's stated position is that BIG cuts freeway truck traffic and emissions. It points to its zero-emission yard equipment and to written agreements (MOUs) with the Mojave Desert Air Quality Management District and the California Air Resources Board (BNSF). BNSF says the site is mostly vacant land, set apart from the built-up parts of the area.

At the June hearing, some speakers raised traffic and air quality concerns. Others asked for road, safety and sound-wall improvements for Helendale and Silver Lakes, the Daily Press reported.

BIG is not the only BNSF work in the region:

  • Cajon Subdivision, Hesperia. The High Desert Operational Efficiency Project adds an 11-mile third main track and two 4.3-mile train staging tracks between Bear Valley Road and Summit Valley Road, per the state fact sheet. The baseline agreement puts the cost at about $135.7 million, with construction scheduled from 2026 to 2029. In July 2026, a state wildlife filing expanded the work area to about 207 acres.
  • Needles Subdivision, east of Barstow. BNSF is adding 45 miles of triple track on uphill grades. An 11-mile segment between Ash Hill and Siberia was scheduled to enter service in early to mid-2026; we could not confirm whether it has opened.

What it could mean for High Desert homeowners and buyers

These are the concrete, sourced effects so far:

  • Jobs (company estimates). BNSF projects about 62,000 construction-related jobs and about 15,000 long-term jobs countywide, including indirect and induced jobs. For Barstow, it projects about 5,400 direct jobs over 20 years.
  • Freeway trucks. BNSF estimates BIG would eliminate about 205 million truck miles in 2028, rising to 312 million by 2048. The Daily Press cited nearly 800,000 fewer truck trips per year.
  • Local roads. BNSF says it will build a new Hinkley Road bridge across the Mojave River, plus channel work to cut flooding and changes to local roads. In 2025, the city said it planned to reroute truck traffic to limit neighborhood impact, per Victor Valley News.
  • City services. The Daily Press reported that project property tax revenue would fund nine police officers and 12 firefighters.
  • Housing. Supporters at the June hearing said the project would increase housing. No source we found gives unit counts or a housing plan tied to BIG.
  • Hesperia rail work. Cajon Subdivision construction through 2029 runs inside BNSF right-of-way near Bear Valley and Summit Valley roads.

Frequently asked questions

Where is the Barstow International Gateway being built?

On the west side of Barstow, generally north of Main Street (Route 66), between Lenwood Road and Hinkley Road, south of the Mojave River. Part of the site is unincorporated county land that the City of Barstow has asked San Bernardino LAFCO to annex.

Has the Barstow International Gateway been approved?

Yes. The Barstow City Council voted unanimously on June 2, 2026, and final approval followed on June 16, 2026. A lawsuit filed July 1, 2026 challenges that approval, and the related annexations still need San Bernardino LAFCO action.

When will construction on the BNSF Barstow rail yard start?

As of October 2026, BNSF hoped to begin building late in 2026, depending on how and when the court rules on the pending lawsuit. BNSF has said the facility could open in 2028 or 2029.

How many jobs will the Barstow International Gateway create?

BNSF estimates about 62,000 construction-related jobs and about 15,000 long-term jobs in San Bernardino County, counting direct, indirect and induced jobs. For Barstow alone, BNSF projects about 5,400 direct jobs over the first 20 years. These are company estimates.

Who is suing over the Barstow International Gateway?

The Center for Biological Diversity, Sierra Club, East Yard Communities for Environmental Justice and the Natural Resources Defense Council sued the City of Barstow in San Bernardino County Superior Court. They claim the environmental review violated CEQA.
