Silverwood is the master-planned community in south Hesperia that used to be called Tapestry. It covers about 9,365 acres between Ranchero Road and Silverwood Lake, with roughly 15,633 homes allowed at full buildout. As of November 2026, Phase 1 is open and selling, and the first residents have moved in.
What is the Silverwood project in Hesperia?
Silverwood is the renamed Tapestry Specific Plan, a City of Hesperia plan for about 9,365 acres in the southeast part of the city. The state's CEQA filing says it will be built in 10 phases. Local coverage now describes nine phases, so expect the phase count to shift as plans are refined.
The plan calls for about 15,633 homes, about 700,000 square feet of commercial space and nearly 5,000 acres of parks and open space, according to the Victorville Daily Press. That report also describes two mixed-use town centers.
The developer is a joint venture led by DMB Development. The official Silverwood site puts the community at roughly 3,200 feet in elevation, with Silverwood Lake beyond its south edge. Its plan calls for 387 acres of parks. It also lists 107 miles of paths and paseos, plus 59 miles of trails set apart from streets.
Where it stands (as of November 2026)
- Phase 1 is open. It sits south of Ranchero Road near I Avenue (Victor Valley News) and includes nearly 2,100 homes, condos and flats (Daily Press, March 2025).
- Builders. Lennar, K. Hovnanian, Richmond American Homes, Watt Capital Developers and Woodside Homes built the first model homes. Eighteen models opened in March 2025, with a grand opening April 5–6, 2025 (Daily Press).
- Sales so far. A June 2026 California Post report (New York Post, republished on Yahoo Finance) said Silverwood had sold 225 homes. Developers estimated that about 300 households would live there by the end of 2026.
- Latest count. A September 24, 2026 American Communities Project article reported that, as of mid-September 2026, 289 homes had sold and "an additional 246" had closed. It did not name its source.
- Pricing. The Silverwood FAQ lists homes from the $400,000s into the $700,000s. Builder pages, such as Lennar's Silverwood page, show current base prices; they change often.
- Pace. Developers project adding about 500 to 700 households a year, per the June 2026 California Post report. The Daily Press reported in March 2025 that full buildout could take 15 to 20 years.

What was the Tapestry lawsuit about?
In February 2016, the Center for Biological Diversity, the San Bernardino Valley Audubon Society and the Sierra Club sued over the city's approval. They argued the project threatened at least 24 protected species, along with critical habitat set aside for the arroyo toad and the southwestern willow flycatcher. They also questioned whether there was enough water to supply it.
Supporters at the time pointed to jobs, new housing and road improvements, the Daily Press reported.
The groups settled in June 2017. Terms included a ban on off-road vehicles, room for wildlife to move through the site, removal of nonnative predators, and permanent protection for more than 1,070 acres. The developer also agreed to 2 kilowatts of rooftop solar per 1,000 square feet of development. The City of Hesperia's Tapestry page posts the settlement agreement, specific plan and EIR.
We found no open lawsuit against Silverwood as of November 2026.
What's still undecided?
- Schools. Silverwood is in the Hesperia Unified School District. The plan reserves sites for five elementary schools, one middle school and one high school. No opening dates have been announced. Until then, the developer's school guide lists Kingston Elementary, Ranchero Middle and Sultana High as the assigned schools. Confirm with the district.
- Silverwood Trail. The Daily Press reported this new road will link I Avenue to Highway 138, with a 140-foot bridge under construction in August 2023. As of that report, the most recent detailed public update we found, no completion date was given.
- Wastewater, commercial and town centers. A new wastewater plant, recycled water for landscaping and two town centers are planned, per the 2023 Daily Press report. Timing for each has not been published.
- More fire stations. The same report says three permanent fire stations are planned.
- Later phases. Phase 1 is still building out. Dates for later phases have not been announced.
What it could mean for High Desert homeowners and buyers
- Roads. The developer says it will spend more than $160 million on road improvements (Silverwood FAQ). Phase 1 work is centered south of Ranchero Road near I Avenue.
- New construction choices. Several builders are selling in one place, with plans ranging from about 1,500 to over 3,500 square feet, per Victor Valley News.
- Read the public report. New subdivisions in California need a Department of Real Estate public report. The Silverwood site says association fees will be required. Look up the report in the DRE Subdivision Public Reports Lookup System and check HOA dues and any special taxes before you sign.
- Wildfire hazard. Silverwood sits in the foothills near Silverwood Lake and Highway 173. Check any address in CAL FIRE's Fire Hazard Severity Zone viewer. Get insurance quotes early in escrow, since availability can change; this is true as of November 2026.
- Habitat rules. Phase 1 permits cover the removal of 588.7 acres of western Joshua tree habitat, per a 2022 state filing that listed the western Joshua tree as a candidate threatened species. A newer Phase 1 permit, filed in October 2025, was issued under California's Western Joshua Tree Conservation Act.
