Hesperia is a High Desert city in San Bernardino County, California, on the desert side of the Cajon Pass along Interstate 15. The city itself runs your water and sewer through the Hesperia Water District, Advance Disposal collects trash, and most homes are single-family houses on lots from about 18,000 square feet to one acre or more. This guide covers the practical details you need when buying, selling or moving there.
Where is Hesperia and how do you get around?
Hesperia sits just north of the Cajon Pass. The city's 2025 Circulation Element says it is served by Interstate 15, US Highway 395, and State Highways 138 and 173.
I-15 has interchanges in Hesperia at Bear Valley Road, Main Street, Joshua Street/US 395, and Oak Hills Road. US 395 links local traffic to I-15 and to nearby Adelanto and Phelan.
Main Street is one of the city's major arterials, linking neighborhoods to the freeway and nearby cities.
For transit, the Victor Valley Transit Authority (VVTA) runs local bus service in Hesperia and nearby communities. The closest Amtrak station is in Victorville, on the Southwest Chief route.
Brightline West lists a planned Hesperia station on its high-speed line between Las Vegas and Rancho Cucamonga. Its site says the Southern California station will connect to Metrolink. As of November 2026, the site gives no opening date, so treat it as a future project.
Who provides water and sewer in Hesperia?
The Hesperia Water District is a department of the City of Hesperia. According to the city's water page, all of its water is groundwater drawn from 15 city wells, and it serves roughly 29,000 metered connections.
The city also maintains roughly 150 miles of sewer lines. Treatment happens at the Victor Valley Wastewater Reclamation Authority, a regional agency.
Not every Hesperia property is connected to sewer. Before you buy, look the parcel up using the city's sewer access page or its Public Viewer, or call Engineering at (760) 947-1438.
How do you start water service?
You can apply online or at the Water Billing counter inside City Hall, 9700 Seventh Avenue. Based on the city's start/stop service page, as of November 2026, plan on:
- Fees: $50 to set up a new account, added to your first bill. Same-day turn-on costs $90 more.
- Deposit: A refundable deposit, waived if you paid the city on time for at least a year within the past 18 months.
- Paperwork: The city's application form and a photo ID issued by a government agency. Renters also bring a form signed by the owner.
Water Billing is at (760) 947-1840. Report leaks 24 hours a day at (760) 947-1400, per the city's utility information page.
Who provides electricity, gas and trash service?
The city's rebates page points residents to Southern California Edison for electric rebates and Southwest Gas for natural gas rebates. Confirm service with each utility for your specific address before closing.
Trash is handled by Advance Disposal, Inc., the city's franchise hauler. Its office is at 17105 Mesa Street, phone (760) 244-9773.
Single-family homes get up to four free large-item pickups per year, with a cap of eight items per year. Call at least one week ahead and set items at the curb by 6:00 a.m.
What permits do Hesperia homeowners need?
Per the city's Permit Center, you need a permit in hand before any building or remodel work starts. The permit can be pulled by you as owner, by your licensed contractor, or by someone you authorize.
Building & Safety is at (760) 947-1311. As of November 2026, the counter is open 7:30 a.m. to 5:30 p.m. Monday through Thursday (9:00 a.m. to 5:30 p.m. on the 2nd and 4th Wednesday) and 7:30 a.m. to 4:30 p.m. Friday.
For zoning, setbacks and land use questions, call the Planning Division at (760) 947-1224 or email [email protected].
What about ADUs?
ADUs (accessory dwelling units) in Hesperia must meet both the city's code and California ADU law. In a June 2025 letter, the state housing department asked the city to amend parts of its 2024 ADU ordinance. Under California law, cities must approve or deny a complete ADU application within 60 days. Check with Planning for the current local rules before you design.
Renting out a Hesperia home?
Rental owners must register under the city's Rental Housing Business License and Inspection Program. Licenses renew yearly, and Code Enforcement inspects properties. Skipping the license can bring a $500 fine.
How do property taxes work in Hesperia?
Hesperia follows California's Proposition 13. The San Bernardino County Assessor explains that the general tax is 1% of assessed value, plus voter-approved bonds or fees. Your base value can rise no more than 2% a year until a sale or new construction.
When you buy, the county reassesses the home to market value. The state's Publication 29 says you may then get a prorated supplemental tax bill.
Regular bills come in two installments. The first is delinquent after December 10 and the second after April 10, with a 10% late penalty.
If the home is your main residence, file for the Homeowners' Exemption. It cuts $7,000 from your assessed value, about $70 a year. File by February 15 after your purchase for the full amount.
What kind of housing and lots are typical?
Most Hesperia homes are detached single-family houses, and many sit on half an acre or more, per the city's 2025 Land Use Element. In the central residential area, most lots fall between 18,000 square feet and one acre.
Lot size ranges by General Plan designation, smallest to largest:
| Designation | Lot size range |
|---|---|
| R1-4500 | 4,000 to 7,200 sq ft |
| R1 (Single-Family) | 7,200 to 18,000 sq ft |
| R1-18000 | 18,000 to 20,000 sq ft |
| RR-20000 (Rural Residential) | ½ to 1 acre |
| RR-1 (Rural Residential) | 1 to 2½ acres |
| RR-2½ (Rural Residential) | At least 2½ acres |
East of Maple Avenue, the plan notes larger homes, bigger setbacks and animal keeping. Look up any parcel's zone in the city's Zoning tools.
What parks and outdoor spots are nearby?
The Hesperia Recreation and Park District runs the local parks. These include Hesperia Community Park, Civic Plaza Park, Timberlane Park and Hesperia Lake Park.
Hesperia Lake Park, at 7500 Arrowhead Lake Road, offers fishing, RV and tent camping, picnic areas and an equestrian camp. The park closed after storm damage in late December 2025, partly reopened on April 15, 2026, and was reported fully reopened in June 2026. Call (760) 244-5488 for current hours.
Silverwood Lake State Recreation Area is about 11 miles east of I-15 off Highway 138. It offers swimming, fishing, camping and trails. As of the State Parks alert checked October 18, 2026, the lake is closed to boating because high winds damaged the marina docks.
The Mojave River forms an edge of Hesperia's core residential area. Its floodplain is one of the main flood zones in the city.
What should High Desert homeowners plan for?
The city's Health and Safety Element flags a few local conditions:
- Wind. Santa Ana winds funnel through the Cajon Pass, and the plan notes gusts as strong as 74 mph.
- Heat. The city counts any day at 98°F or hotter as extreme heat. It expects those days to climb from roughly 5 a year to 36 by mid-century.
- Flooding. Most of the city's 100-year flood zone follows three corridors: the Mojave River, Antelope Valley Wash and Summit Valley.
- Wildfire. Brush on the hills in the south end of town is the main fire concern. In June 2024, the Hesperia Fire burned 1,330 acres on the city's southeast side.
Check any address on CAL FIRE's Fire Hazard Severity Zone viewer. Ask insurers about the state's Safer from Wildfires steps, such as a Class-A roof and ember-resistant vents, which can qualify for discounts.
For landscaping, the city notes that more than half of home water use is outdoors. Its water-wise page suggests watering early or late and using a smart controller. The Mojave Water Agency offers desert plant lists and watering guides.
What school district serves Hesperia?
Public schools in the city are run by the Hesperia Unified School District. Confirm the assigned schools for any address directly with the district.
