Helendale is an unincorporated community in San Bernardino County, California, on historic Route 66 between Victorville and Barstow. Silver Lakes is the lake community within it, run by the Silver Lakes Association, a homeowners association with two man-made lakes and a golf course. If you buy in Silver Lakes, you join the association and pay monthly assessments; county agencies, not a city, handle permits and services.
What is Silver Lakes in Helendale?
Silver Lakes is a planned residential community managed by the Silver Lakes Association. Per the association's history page, the association dates to the early 1970s and today includes more than 3,000 homes. A Board of Directors governs it, and paid staff handle daily operations.
The same page says North Lake and South Lake, both man-made, total 277 acres of water for boating, fishing and swimming. Work on the lakes started in 1969, per San Bernardino County.
Based on the association's amenities page, members have access to:
- On the water: two beaches, North and South, open from Memorial Day weekend to Labor Day
- Sports: 27 holes of golf, four tennis courts, three pickleball courts and bocce, plus Hartford Park and Parmelee Field

What does Silver Lakes HOA membership mean for a buyer?
Owning in Silver Lakes means you are bound by the association's covenants and rules. You also pay regular assessments.
The association's most recent posted annual disclosure (fiscal year 2025-2026, which ended June 30, 2026) set the regular assessment at $235 per lot per month, with no special assessment. Get the current 2026-2027 amount from the association or your HOA disclosure package. Each month's payment is due on the 1st, and a late payment adds a fee of $10 or 10%, whichever is more.
Key points from the Rules and Regulations (October 2025 revision):
- Renting your home: You cannot rent for less than 30 days unless the General Manager approves it in writing. Fines for renting for less than 30 days run $500 to $1,000 per offense. Renting a home out for parties or events can bring fines of $3,000 to $5,000.
- Tenants: Send the association the lease and tenant information before move-in. A tenant's amenity card has to be renewed every three months.
- Amenity access: Bring an association photo ID or a guest pass. Each property can have no more than four guests using amenities at a time.
- Watercraft: Boats must be registered with the association, and the renewal fee is $75 a year.
- Exterior changes: Projects need the association's architectural approval under its ECC Architectural Guidelines.
The Resident Information page posts the Covenants and Restrictions, bylaws, rules, architectural guidelines and improvement forms.

How do property taxes work in San Bernardino County?
California's base property tax is 1% of taxable value, plus voter-approved debt, per the State Board of Equalization. Under Proposition 13, assessed value generally cannot rise more than 2% a year.
When you buy, the home is reassessed at market value as of the sale date. The difference shows up on a supplemental tax bill, separate from your regular bill.
If the home is your principal residence, file for the homeowners' exemption. The San Bernardino County Assessor says it cuts taxable value by $7,000, saving about $70 a year. The form is generally due February 15, or within 30 days of a supplemental notice.
Your HOA assessment is separate from property tax. Budget for both.
How do you get around from Helendale?
Helendale sits along Route 66, west of Interstate 15, according to San Bernardino County. In California, much of Route 66 is also called National Trails Highway.
Heading south, the old highway runs through Oro Grande and passes under I-15 on the way into Victorville, per this Route 66 guide. The same guide notes heavy truck traffic near the Oro Grande cement plant. From Victorville, I-15 connects you to Hesperia and the rest of the Victor Valley.
What is there to do outdoors along the Mojave River?
The Mojave River runs past Helendale. Most of the river is hidden below the sand. On the stretch from Victorville to Helendale, though, the rock beneath it brings water up, so it runs all year and supports a strip of cottonwood and willow trees, according to Western Rivers Conservancy.
The county notes that the river crossing near Point of Rocks still uses a bridge that dates to 1933. Inside Silver Lakes, the lakes, beaches and golf course are the main outdoor amenities for members.
Which school district serves Helendale?
Helendale is served by the Helendale School District. Check the district's site for school assignments and enrollment.
What should you review in HOA documents in California?
California law requires a seller in an HOA to give the buyer a disclosure package. The California Department of Real Estate summarizes Civil Code section 4525. Grouped by topic, the package covers:
- Money: what the regular and any special assessments are now, anything the owner still owes, and increases already approved but not yet billed, plus the latest yearly budget report and policy statement.
- Rules: the CC&Rs, bylaws, articles and other governing documents, any limit on renting, and a statement on any age restriction that does not meet state law.
- Problems: violation notices that are still open, any construction defect notices, and the latest balcony inspection report, if there is one.
- Board minutes: the past year of approved minutes, if you ask for them.
The DRE tells buyers to look closely at what owners may and may not do, who maintains and insures what, the association's finances and whether it is in a lawsuit. Any of these can change what you pay later.
For Silver Lakes, read the reserve section of the annual disclosure closely. The 2025-2026 disclosure cites a reserve study dated May 5, 2025, which found reserves 46.7% funded. Ask whether a newer study exists, as of November 2026.
Also read the CC&Rs, the Rules and Regulations and the ECC Architectural Guidelines before you remove contingencies. They govern rentals, improvements, boats and amenity use.
Sellers: Order your HOA documents early. The association takes escrow demand and resale document orders through its online resale portal.
