Bullhead City is an incorporated Arizona city on the east bank of the Colorado River, directly across from Laughlin, Nevada. Most homes inside city limits get water and sewer from the city's own utility, electricity from Mohave Electric Cooperative, and permits from City Hall. Just south, unincorporated Fort Mohave and Mohave Valley follow Mohave County rules instead.
Where is Bullhead City, and is it a city or county area?
Bullhead City incorporated on August 28, 1984. The city says it covered about 59.4 square miles as of 2025. Its name comes from a bull-shaped rock in the river that Lake Mohave later covered.
Mohave County places the city near the point where Arizona, California and Nevada meet. The county calls it the retail center for western Mohave County.
City limits matter for utilities, permits and code rules. South of the city, Fort Mohave and Mohave Valley are unincorporated, so Mohave County handles permits and zoning there. See our Fort Mohave community guide for those areas.
How do you get to Laughlin, and what is different there?
Laughlin is in Clark County, Nevada. Nevada law, Nevada taxes and Clark County rules apply on that side. Treat it as a neighbor, not part of Bullhead City.
Two bridges cross the river. The original Laughlin bridge opened in 1987. A second bridge, about 8 miles south, opened June 7, 2024, per Clark County. It cost $60.6 million and links an extended Bullhead Parkway to Needles Highway in Nevada.
Who provides water and sewer in Bullhead City?
The City of Bullhead City runs its own water and wastewater utility. Its utilities page handles new service, billing and leak reports at (928) 763-0166. The city acquired the local EPCOR water systems through condemnation, and EPCOR handed over operations in September 2021, per EPCOR's quarterly report.
The city's water quality page lists six separate systems, each with its own annual report. Its water resources division manages contracts with the Bureau of Reclamation and the Mohave County Water Authority.
Not every address is on the city system. The city's outside agency list, effective January 23, 2026, lists Bermuda Water Company for southern areas such as Arroyo Vista. Confirm the provider for each address before you close.
Rates are rising. The city adopted new base rates starting with the January 2026 billing cycle. Its rate schedule shows a 3/4-inch residential water base charge of $21.52 a month in 2026, with set increases through 2028.
What if a home has a septic system or private well?
The city's utilities page sends septic and private-well questions to Mohave County Environmental Health. Arizona has a statewide rule for septic transfers.
Under ADEQ rules, the seller hires a qualified inspector within six months before the sale. The buyer files a Notice of Transfer within 15 calendar days after closing. In Mohave County, that filing goes to Development Services, which lists a $50 fee for the inspection report and Notice of Transfer as of November 2026.
Who provides electricity, gas and trash service?
The city's January 2026 agency list names these providers:
- Electric: Mohave Electric Cooperative serves most areas. UniSource Energy Services serves the Punto De Vista area only.
- Natural gas: Southwest Gas.
- Trash: Republic Services, under a city contract for homes inside city limits. Residents get six bulky-item pickups a year.
Ask each utility to confirm service and any deposit for the exact address.
Where do you get building permits?
Inside city limits, use the City of Bullhead City Development Services Department at City Hall, 2355 Trane Road. It handles building, planning and zoning, code enforcement and short-term rental rules.
Outside city limits, use Mohave County Development Services. It runs a building and permitting office at 1130 E. Hancock Road in Bullhead City. Planning and zoning stays at the main office in Kingman. The county Building Division uses the 2018 International codes.
How do flood zones work here?
The city's floodplain page explains FEMA zones X, A and AE and offers free verbal determinations. A written determination letter costs $25, and a floodplain permit costs $120, as of November 2026. The city works with Mohave County Flood Control on mitigation projects.
How do property taxes work?
The Mohave County Treasurer collects taxes for city and county parcels. You can pay in two halves. The first is due October 1 and past due after 5:00 p.m. November 1; the second is due March 1 and past due after 5:00 p.m. May 1. Late amounts carry interest of 16% a year, prorated monthly. If a bill over $100 is paid in full in one payment by December 31, the interest from November 1 drops off.
What should Arizona buyers know before writing an offer?
These are Arizona rules. California and Nevada rules differ.
- SPDS. Under the Arizona REALTORS resale contract, the seller delivers the Seller's Property Disclosure Statement within three days after acceptance, per AAR.
- Affidavit of Disclosure. For unsubdivided land in unincorporated areas, A.R.S. 33-422 requires this affidavit at least seven days before transfer. You may rescind within five days after receiving it. This applies to county parcels, not lots inside city limits.
For land outside the city, read our guide to buying land in Mohave County.
What is there to do on the river?
Rotary Park. This 300-acre city park sits on the river at 2315 Balboa Drive. It has a four-lane boat launch, a non-motorized launch, a fishing pier and a 3.2-mile nature trail. From mid-May through late September, non-residents pay $25 to park.
Davis Dam. The Bureau of Reclamation places the dam about 2 miles upstream from Bullhead City. Work began in 1942, paused during World War II and finished in 1953. The dam road has been closed to vehicles since 2004. Walkers and cyclists may still cross, but self-guided tours have ended.
Lake Mohave. Davis Dam forms this 67-mile lake inside Lake Mead National Recreation Area. The NPS fee page lists, as of November 2026:
| Pass | Fee |
|---|---|
| Private vehicle, up to 7 days | $25 |
| Park-only annual pass | $45 |
| Vessel, 7 days | $16 |
| Vessel, annual sticker | $50 |
The park accepts cards only. Katherine Landing, just north of town, has a campground, marina and launch ramps. Its NPS page was last updated in 2023, so call ahead.
How hot does Bullhead City get?
Summer heat is the biggest weather factor here. The National Weather Service office in Las Vegas covers the forecast zone that includes Bullhead City, Laughlin and Mohave Valley.
Watch for NWS heat alerts. An Extreme Heat Warning means dangerous heat is expected or occurring. A Heat Advisory means dangerous heat below warning levels. When you tour homes, check the age and size of the cooling system.
How do you get around?
State Route 68 runs about 27 miles between Bullhead City and the Kingman area. See our Kingman community guide for that side of the county.
