Golden Valley, Arizona is an unincorporated community in Mohave County, west of Kingman along State Route 68. There is no city government, so Mohave County handles permits, zoning, county roads and flood control. Water is the first thing to check: some homes are on a county improvement district or a water company, while many rural parcels use a private well, a shared well or hauled water.

Who governs Golden Valley, Arizona?
Golden Valley is not a city. Mohave County Development Services at 3250 E. Kino Ave. in Kingman runs building permits, planning and zoning, septic and well permitting, and the Flood Control District. Call (928) 757-0903. Its Building Division also permits manufactured homes.
Fire and paramedic response comes from the Golden Valley Fire District. It covers more than 420 square miles from three staffed stations.
Where does Golden Valley get its water?
No single provider serves all of Golden Valley, so confirm the source for each parcel.
Golden Valley Improvement District No. 1
Mohave County operates the Golden Valley Improvement District (GVID) water system. It serves part of Golden Valley, and the county posts a map of district boundaries and water lines on that page. As of November 2026, the county lists these charges:
| GVID charge | Amount |
|---|---|
| Monthly meter fee | $15.00 |
| Water use up to 6,099 gallons | $7.00 per 1,000 gallons |
| Water use of 6,100 gallons or more | $10.00 per 1,000 gallons |
| Standpipe hauling, in district | $6.00 per 1,000 gallons |
| Standpipe hauling, out of district | $10.00 per 1,000 gallons |
| New account | $100 deposit plus $25 setup fee |
New construction needs a waterline allocation, requested through the county's improvement districts page. Ask about availability and cost before you buy a lot you plan to connect.
Valley Pioneers Water Company
Valley Pioneers Water Company is a nonprofit water company with an address on W. Chino Dr. in Golden Valley. Its nonprofit profile describes its work as pumping and distributing water in Golden Valley.
Private wells, shared wells and hauled water
Outside those systems, you supply your own water. Arizona requires you to file a Notice of Intent to Drill with the Arizona Department of Water Resources (ADWR) before drilling, and a licensed well-drilling contractor must do the work. A domestic "exempt" well pumps 35 gallons per minute or less, and the drilling authorization lasts one year.
Wells here can be deep. In May 2021, about 500 homes on a county-run Golden Valley system lost water when a storage tank drained and a well almost 1,500 feet deep needed repair, KNAU reported. Order a well inspection and flow test.
Buying a home with a well? After closing, file ADWR Form 55-71A to change the well's ownership. The fee is $30 per well, per ADWR's guidance for real estate and title agents. Get a recorded copy of any shared well agreement, and price a tank and standpipe trips if water is hauled.
What groundwater basin is Golden Valley in?
Golden Valley sits in ADWR's Sacramento Valley groundwater basin. ADWR's 2025 basin summary describes a 1,587-square-mile basin in Mohave County that includes Kingman and Golden Valley. Groundwater is its main water supply.
That summary estimates about 5.3 million acre-feet of groundwater in storage. It also shows a negative balance of about 10,866 acre-feet per year.
Is it a regulated area? As of November 2026, ADWR's list of Active Management Areas names eight AMAs and three Irrigation Non-Expansion Areas, and none is the Sacramento Valley basin. Mohave County posted a Sacramento Valley basin presentation dated November 17, 2025, on its water information page.
How do septic systems work in Golden Valley?
Plan on a septic system unless the seller can show a sewer connection. Mohave County issues septic permits under authority delegated by ADEQ. A site investigation, including a percolation test and soil evaluation, comes first, done by an investigator on the county's approved list.
As of November 2026, the county lists $518 for a residential conventional system and $940 for most alternative systems. Keep your septic system at least 100 feet from your well, and your well at least 100 feet from any neighbor's septic system. The county strongly recommends a 50-foot buffer between a well and the property line.
Buying a home that already has septic? Under ADEQ rules, the seller has a qualified inspector check the system within six months before the sale. You then file a Notice of Transfer within 15 calendar days after closing. The county lists a $50 fee for the inspection report and Notice of Transfer as of November 2026.
Which electric and gas company serves Golden Valley?
UniSource Energy Services describes its Golden Valley 230 kV transmission project as serving the Kingman and Golden Valley area, with an estimated in-service date of 2030. UniSource also provides natural gas in Mohave County, per 211 Arizona.
Mohave Electric Cooperative serves other parts of the county, and service lines do not follow community names. Call both utilities with the parcel number to confirm which one serves it. Many vacant lots have no power or gas at the lot line. Get a written line extension estimate from the utility before your contingency ends. On unsubdivided land, the Affidavit of Disclosure also asks about leased or owned solar equipment.
Are the roads in Golden Valley county maintained?
Some are, many are not. Mohave County Public Works maintains about 2,103 miles countywide, 859 of them paved. It estimates more than 8,500 miles of public rights-of-way it does not maintain.
The county GIS map shows status by color. Red lines are private rights-of-way, and green or yellow lines are public rights-of-way. County-kept roads show in grey when paved and orange when unsurfaced. On an unmaintained road, ask for any recorded maintenance agreement.
What zoning and lot sizes will I see?
The zoning map sets each parcel's minimum lot size, and the county's septic page notes that current subdivision rules call for at least one acre when you use a well and septic. Mohave County's zone list includes A (General), A-R (Agricultural Residential), R-E, R-1 and R-MH (Residential Manufactured Homes). Zones R-O and R-O/A prohibit manufactured homes.
A minimum lot area appears on the zoning map beneath the zone name. Confirm your parcel's zoning with Planning & Zoning before you buy for a manufactured home, animals or a lot split.
Is Golden Valley in a flood zone?
Desert washes can flood fast, so check every parcel. The Mohave County Flood Control District runs a FEMA map viewer you can search by parcel number. Zones A, AO, AE and AH carry a 1% annual flood chance. Zone D means risk has not been studied.
Arizona's monsoon runs June 15 to September 30, and flash flooding is its biggest hazard, per the National Weather Service. Never drive into running water. Blowing dust is another hazard: ADOT has noted that storm outflows can quickly cut visibility on US 93 near Kingman.
How do I get to Bullhead City and Kingman?
State Route 68 is the main road. ADOT's right-of-way plans show it running about 27 miles, from the Bullhead City and Davis Dam area to US 93 near Kingman. It climbs over Union Pass on the way to Bullhead City, per ADOT's SR 68 project page.
It is also the route to Laughlin and Lake Mohave, per ADOT's route history. In Golden Valley, ADOT added a raised median between Verde and Bacobi roads in 2021, so some side roads now allow only certain turns. In Kingman, ADOT expects its $106 million I-40/US 93 interchange to finish in early 2027. See our Bullhead City guide and Kingman guide.
How do property taxes work in Golden Valley?
The Mohave County Assessor sets values, and the Treasurer collects. The first half is due October 1 and past due after 5:00 p.m. November 1. The second half is due March 1 and past due after 5:00 p.m. May 1. Late amounts carry interest of 16% a year, prorated monthly.
What should Arizona buyers know before closing?
These are Arizona rules:
- Affidavit of Disclosure. Under A.R.S. 33-422, a seller of five or fewer unsubdivided parcels in an unincorporated area gives you this affidavit at least seven days before transfer. It covers access, road maintenance, flood zone, water source, septic and utilities. You may rescind within five days of receiving it.
- Seller's Property Disclosure Statement (SPDS). On a home under the Arizona REALTORS purchase contract, the seller delivers the SPDS within three days after acceptance, per AAR.
- Schools. Contact Kingman Unified School District #20 to confirm the district and school for a specific Golden Valley address.
