Kingman is the county seat of Mohave County, Arizona, set at about 3,345 feet where I-40, US-93 and historic Route 66 meet. Inside city limits, the City of Kingman runs water, sewer and trash, and UniSource Energy Services supplies power and gas. Outside the city, you deal with Mohave County for permits, and some parcels rely on wells or hauled water.

What utilities serve Kingman homes?
Inside the city, Kingman Public Works handles residential water and sewer, wastewater, and trash collection, per 211 Arizona. The office is at 3700 E. Andy Devine Ave., phone 928-757-7467.
For energy, UniSource Energy Services lists Kingman as one of its electric service areas. Mohave County is also one of its five natural gas counties, and UniSource reports serving gas customers in Kingman. Confirm gas is actually available at a rural address, since many land parcels have no gas line.
Trash inside and outside the city
The City of Kingman Solid Waste Department is replacing shared 300-gallon alley bins with an individual 90-gallon bin for each customer, at no added charge, per a June 2026 SignalsAZ report. Outside city service, you set up your own hauler. WM is one private company offering curbside residential pickup in the Kingman area.
City water or a private well?
This is one of the biggest questions for land and rural home buyers. The Arizona disclosure law for unincorporated land asks about water hauling, the type of water provider, and whether a shared well is a public water system. That tells you all three situations exist.
If you buy a property with a well, know these Arizona rules from the Arizona Department of Water Resources (ADWR):
- Transfer the well record after closing. Use Form 55-71A, which costs $30 per well. Wait until the sale records, because the filing needs your deed and a parcel map showing where the well sits.
- ADWR's registry is not a title record. The agency will not settle who owns a well. Disputes over a shared well are handled between the owners, not by ADWR.
- Walk the land. ADWR's records can miss a well, so seeing it on the property is the surest check.
Planning to drill? An "exempt" domestic well pumps 35 gallons per minute or less. You must file a Notice of Intent with ADWR before drilling, and a licensed well driller must do the work, per ADWR's well drilling page.
Who issues building permits: City of Kingman or Mohave County?
It depends on whether the parcel is inside city limits.
- Inside Kingman city limits: The City of Kingman Development Services Department handles building permits, plan submittals and planning and zoning applications. Since May 1, 2026, all applications must go through the city's SmartGov portal, per SignalsAZ.
- Unincorporated Mohave County: The Mohave County Building Division reviews plans and inspects construction. As of November 2026 it uses the 2018 International Codes and the 2017 National Electrical Code.
The county's Kingman office is at 3250 E. Kino Ave., open 8 a.m. to 5 p.m. weekdays, with no permits issued after 4:30 p.m., per its location page. Call 928-757-0903.
What kinds of homes and lots are around Kingman?
Mohave County zoning shows the range of property types you will see outside the city. The county's zone list includes:
- A-R Agricultural Residential
- R-E Residential-Recreation
- R-1 Single Family Residential
- R-MH Residential Manufactured Homes
- R-O Single Family Residential with manufactured homes prohibited
- R-M Multiple-Family Residential
Zoning decides whether you can place a manufactured home, keep animals or split a lot. Ask Mohave County Planning & Zoning ([email protected]) before you buy land for a specific use.
How do property taxes work in Mohave County?
Arizona classifies homes by use. The Mohave County Assessor sets value and handles classification. Its Residential Affidavit of Property Class Change lets you tell the county a home is your owner-occupied primary residence. You may claim only one, with photo ID and a second proof of address.
Renting the home out? Arizona requires rental registration with the Assessor. Out-of-state owners must name an in-state statutory agent, per the same form.
Bills go out by October 1, per the Mohave County Treasurer. If your bill is more than $100 and you pay the full year in one payment by December 31, no interest is charged. Otherwise, late amounts build up at 16% a year, figured month by month.
What is different about buying in Arizona vs. California?
If you are coming from California, expect different forms and steps. These are Arizona rules:
- Seller's Property Disclosure Statement (SPDS). The Arizona REALTORS purchase contract gives the seller three days from acceptance to hand you the SPDS. Your window to object to anything in it ends when the inspection period ends, or five days after you get the SPDS if that is later, per AAR.
- Affidavit of Disclosure for rural land. A.R.S. 33-422 applies when someone sells five or fewer parcels of unsubdivided land outside city limits. You must receive the affidavit no later than seven days before closing. It covers access, flood zones, utilities, water, septic and zoning, and you have five days after receiving it to cancel.
- Septic transfer inspection. The seller hires a qualified inspector to check the septic system no more than six months before closing, per ADEQ. Then you have 15 days after closing to file a Notice of Transfer with Mohave County Development Services. The county fee is $50 per parcel as of November 2026.
- Licensed escrow agents. Arizona requires a license from the Department of Insurance and Financial Institutions for most escrow agents. Licensed agents must get an annual audit by a CPA, and the state examines them on a regular schedule.

Arizona's monsoon officially runs June 15 to September 30, per the National Weather Service. Flash flooding is the main hazard. Never drive through flooded roads or washes.
What is there to do outdoors and downtown?
- Hualapai Mountain Park. The county park has rental cabins, first-come dry campsites, hiking trails and a disc golf course. Its full-hookup RV park is open May 1 through October 31 and takes reservations only. As of November 2026, a day pass is $12 per vehicle, per Mohave County Parks.
- Route 66 and downtown. The old Powerhouse building is home to the visitor center and the Arizona Route 66 Museum, with a steam engine on display at Locomotive Park across the street.
