Spring Valley Lake is a private lake community in unincorporated San Bernardino County, between Victorville and Apple Valley. It is built around a 200-acre lake run by the Spring Valley Lake Association (SVLA), a mandatory HOA. Water and sewer come from the county's CSA 64, and county agencies handle permits.
What is Spring Valley Lake, and is it in Victorville?
Spring Valley Lake is not part of the City of Victorville. A State of California environmental filing led by San Bernardino County LAFCO calls it "the unincorporated community of Spring Valley Lake". Many homes use a Victorville mailing address, but that does not make them city property.
The county runs a Spring Valley Lake Municipal Advisory Council in the 1st Supervisorial District. Its meetings hear reports from the County Sheriff, CHP and CSA 64. County Public Works maintains roads in the Spring Valley Lake area.
By the SVLA home page count, the community has roughly 4,214 lots in private hands. Around 549 of them front the lake and around 317 back onto the golf course. Beyond those lots, you will find two condo complexes, a townhome complex and two commercial buildings.
What does the Spring Valley Lake Association offer?
The association owns and runs the lake and most shared facilities. Pulling from its home page and the amenity menu on its FAQ page, you get:
- The lake: 200 acres open to waterskiing, with a marina that sells fuel
- Fourteen designated fishing spots along the shore
- A swimming beach and a community building
- Boat slips and facility spaces you can rent
- An equestrian center and the Equestrian Estates parks
- Other parks, including a dog park and Meadowlark Park
- Association security around the clock, which also patrols the lake and answers medical calls
The golf course belongs to Bear Valley Country Club. The SVLA FAQ says the club is a separate business, not part of the association.
How much are Spring Valley Lake HOA dues?
The SVLA Assessment Information page lists the 2025-2026 annual assessment at $1,651. That works out to about $137.58 a month. The fiscal year runs November 1, 2025 to October 31, 2026.
As of November 2026, that page still shows the 2025-2026 figure. Ask the association office for the 2026-2027 assessment before you write an offer.
The association posts annual financial disclosure packets and audits on its Financials page. The files are password protected. Members get the password through the SVLA Living App or by calling the office at 760.245.9756.
What rules should you know before buying?
If you own a lot here, you are a member and you pay the yearly assessment; neither is optional, per the tenant membership page. Key points from the association's 2026 Rules and Regulations, updated September 2026:
- Boats: Every boat must be registered each calendar year. Power boats and sailboats are capped at 22 feet, pontoon boats at 24 feet.
- Vessels per lot: No more than three vessels over 15 horsepower, and no more than two of them can be boats.
- Boat insurance: At least $300,000 in liability coverage.
- RVs and trailers: Driveway parking is limited to 72 hours. Long-term driveway storage is not allowed.
- Guests: Each lot gets four guest passes. From Friday through Sunday, on holidays and during association events, guests need a member with them.
Tenants can buy an optional associate membership with the owner's approval. It renews every November 1.
Outside projects need a sign-off from the Architectural Committee before you start. It meets on the second and fourth Thursdays. Get your application in at least 10 days ahead of the meeting you are aiming for.
Who provides water, sewer and gas in Spring Valley Lake?
Water and sewer: San Bernardino County Special Districts serves the community through County Service Area 64. The CSA 64 page lists these rates as of November 2026:
| Charge | Amount |
|---|---|
| Water facility charge, 3/4-inch meter | $18.10 per month |
| Water facility charge, 1-inch meter | $27.99 per month |
| Water usage | $1.10 per hcf (748 gallons), billed bi-monthly |
| Sewer | $52.24 per month per EDU |
| Water connection fee | $1,722.77 |
| Sanitation connection fee | $2,163.15 |
The page does not list an effective date. It also posted an April 2026 news item about a proposed rate plan, so confirm current rates with CSA 64 at 909.386.8800.
Gas: Southwest Gas's California tariff lists Victorville and Apple Valley in its Southern California service area. Confirm gas and electric service for the specific address before closing.
Who issues building permits in Spring Valley Lake?
Because the community is unincorporated, San Bernardino County Land Use Services handles Building and Safety permits, plan review, inspections, planning, zoning and Code Enforcement. The county's short-term rental program also runs through Land Use Services.
The nearest office is the Jerry Lewis High Desert Government Center, 15900 Smoke Tree St., Suite 131, Hesperia. You can apply and schedule inspections through EZ Online Permitting.
Plan on two approvals for most projects. The county issues the permit, and the SVLA Architectural Committee reviews the design.
How do property taxes work in San Bernardino County?
California's base property tax is 1% of taxable value, plus any voter-approved debt, per the State Board of Equalization. Under Proposition 13, the assessed value generally rises no more than 2% a year.
When you buy, the home is reassessed to market value as of the sale. Any increase arrives as a separate, prorated supplemental tax bill.
If the home is your main residence, file for the homeowners' exemption. The San Bernardino County Assessor says it cuts taxable value by $7,000, saving about $70 a year. The claim is due by February 15, or 30 days after a supplemental notice.
Your SVLA assessment and CSA 64 utility bills are separate from property tax. Budget for all three.
How do you get around from Spring Valley Lake?
Bear Valley Road is the main east-west route nearby. From I-15, Exit 147 is signed for Bear Valley Road toward Lucerne Valley, Apple Valley and west Victorville, according to AARoads. Heading east, Bear Valley Road continues into Apple Valley.
State Route 18 meets I-15 farther north in Victorville, at Exits 150 and 153A. Inside the community, main streets include Spring Valley Parkway and Ridgecrest Road.
What is there to do outdoors nearby?
The Mojave River runs past the community. In most years it does not flow end to end, but the USGS notes year-round flow at the Lower Narrows near Victorville.
Mojave Narrows Regional Park, at 18000 Yates Road, Victorville, is a county park with two fishing lakes, Pelican and Horseshoe, plus trails and campsites. As of November 2026, vehicle entry is $10 on weekdays and $15 on weekends.
What should you review in HOA documents in California?
In California, Civil Code section 4525 makes the seller hand the buyer an HOA disclosure package. An August 2026 update from the California Department of Real Estate walks through it. Grouped in plain terms, expect:
- Money: today's regular and special assessments, any past-due balance that could turn into a lien, and approved increases that have not started yet
- Rules: the CC&Rs, bylaws and other governing documents, plus any ban on renting out units
- Budget: the association's latest annual budget report and policy statement
- Problems on file: open violation notices, and any construction-defect notices or settlements
- Inspections: the latest inspection report on balconies and other elevated structures, where one applies
- Minutes: a year of board meeting minutes, if you ask for them
The DRE suggests reading the CC&Rs, rules and design guidelines closely for limits on things like vehicles, pets, fences, parking and exterior looks. Ask whether the association is in a lawsuit or thinking about one. If reserves go toward legal costs, the DRE notes, a new owner could end up paying a special assessment.
For Spring Valley Lake, also read the CC&Rs, Rules and Regulations and Architectural Guidelines in the SVLA Document Center before you remove contingencies.
Sellers: Request your HOA documents early so escrow is not delayed.
